This is the "Jewish Privilege of twelve hundred and sixty-six," a carved document placed here in the Cathedral by Archbishop Engelbert the second. At a time when Jews across Europe were often at risk, this stone served both as protection and proclamation. You see, in medieval Cologne, the Jewish community was under the direct protection of the Archbishop. But this protection came at a price. Jews paid special taxes and dues in return for legal security. To be clear, it wasn’t charity. The archbishop saw the Jewish community as a valuable economic asset, directly under his control, bypassing interference from local nobles or city officials. So why put a legal document in the cathedral, carved in stone? Most documents then were written on parchment and stored away. But this one was made public, carved for eternity. Placing it inside the cathedral had a specific purpose. Church interiors were sacred and protected. Damaging anything within them was not just illegal, it was sacrilegious. By placing the stone here, the Archbishop made a powerful statement: these rights were sacred and untouchable. The rights outlined in the text cover three main things: first, the Jewish community had the right to bury their dead freely, without interference or added costs. Second, Jews were to be treated equally when it came to taxes, customs, and tolls within the Archbishop's territories. And third—perhaps the most economically significant—they held a monopoly on lending money with interest. Christians were banned from doing this openly. This monopoly wasn’t just symbolic. The Archbishop himself often borrowed large sums from Jewish lenders. Ensuring their legal standing also secured his own access to credit.
